In the next five years, IPAR will help improve the lives of ordinary Rwandans by providing evidence-based policy research to inform government policies and enhance citizen participation.

The Institute of Policy Analysis and Research (IPAR-Rwanda) is a non-profit, non-governmental, independent research institute based in Rwanda. The Institute’s mandate is to support the formulation of sound and informed public policies through objective analysis and research. It aims to provide information and analysis that will assist decision-makers, and provide a forum for vibrant policy debate in the country.

IPAR-Rwanda seeks to strengthen the evidence base available to government, civil society, and development partners about the pressing social, economic, and political issues facing Rwanda. IPAR-Rwanda also seeks to build the capacity of professionals in policy analysis, and to disseminate ideas through workshops and conferences.
